Steve Wohleb

Steve has served as the General Counsel for the Texas Hospital Association since 2018. In that role, he is one of the staff liaisons to THA’s Behavioral Health Council, the primary vehicle for THA to surface and vet legal and regulatory issues impacting behavioral health providers and to develop policy positions related to the behavioral health care continuum. THA’s membership includes general acute care hospitals as well as private psychiatric facilities, and Steve has been actively involved in advocacy efforts on behalf of behavioral health providers and acute care hospitals since 2018, including writing proposed legislation and testifying at legislative committee hearings on legislative proposals, and meeting with state agencies on regulatory proposals and other issues.

Steve has spent his entire legal career representing and advising healthcare providers on a wide range of legal, regulatory, and operational issues. Prior to joining THA, Steve was in-house at a regional component of the largest nonprofit healthcare system in the U.S. for 17 years. That regional system included acute care facilities and a private psychiatric facility. In that role, Steve advised his clients on legal issues related to emergency treatment of psychiatric conditions, emergency detentions and civil commitments, and licensing and regulatory requirements applicable to behavioral health providers.

Steve attended Texas A&M University (B.S., Economics, 1990) and the University of Texas School of Law (J.D., 1992). He has been Board Certified in Health Law since 2010, a distinction held by fewer than 100 attorneys in the State of Texas.
